Map layering issue

So I got my hands on rpg maker vx and so far so good. Only problem is the "layer" system

I remember rpgmxp had a cool layer system like photoshop, and that they changed it to be a little easier, but for some reason all my layers overlap others..even ground tiles

If I'm not mistaken, there should be 2 layers, 1 for ground tiles, 1 for objects, but i can't seem to get that working. The help section says to right click the tiles to separate them, but when I do that nothing happens

I'm sure its an easy fix, anyone know what I need to do?

ok, well Ive got another question now so I'll post it here =)

How can I Make an event where I spawn in a castle, walk up to the king automatically, engage in conversation, and then one of his servants comes over to me and engages battle?

I know how to do text, thats simple. But Im not sure how to cause movement just from one event

It's simples:
Tile A is the "floor" tile, all the other tiles (B, C, D, E) are objects.
you can have only one object above one floor.

So you can't have two tile A object on the same tile. Or an Tile B and an tile D object on the same tile.

About the secont question. Make an event with automatic start, in the event add the command call battle.
Study the event options, most of them are self explanatory.
