Mage Armor Penalty

I'm no scripting expert, but it would help if you were a little more specific.

If you mean armor that makes a mage unable to cast a spell, this can easily be done by making a piece of armor and applying an Auto-State to it with a "Can't Use Magic" state.
 
Well...I want the system to be like in Oblivion or Morrowind. If an mage have an fireball spell that have 40 damage, when he wear for example leather armor the damage will be 20 and for plate armor the mage will can't use destruction spells like fireball but he will can use self spells like healing but not 100% correctly. Let's say the mage is weak when he wears heavy armor but he still can use magic.
