Is there a way to set up a letter system? Kinda like the one in Animal Crossing/Paper Mario.

There might be... but I think that would require a script to make a field big enough for the player to type an entire letter in. NameInput wouldn't really be efficient...

How about being able to RECEAVE letters? Like in Paper Mario. Also it would have a limit (like 200 characters and 5 line breaks [enter key]).

Well, receiving letters can be easy or a little more complicated. For receiving letters, you can set up common events that just use messages to handle letters. But, if you want it to look more like it's written on paper and whatnot, you'll need to write out some scripts for it, develop a simple window and then some arrays to create set letters. If I had access to RMXP, I could do that for you.
But, sending letters... I'm not that skilled with RGSS that I could have any idea if that was possible or not... I'm sure there's a way, but it would be complex.

Cool. Well, screw sending letters. I'll stick with recieving letters... Although... is it posable to increase the number of selectable options???

You can branch off to more choices, or you can just script that too. If you'd like, I can work on all of that for you, but since I won't be home until Thursday afternoon, that'll be the earliest I can get it to you. If you want it sooner, you might have some luck over on the script request board.

Yeah, that's what I mean, but it wouldn't be easy to add choices dynamically if like... your character met new people or something. (I'm just guessing. I don't know what that's for.) But, if you know what's going to be there ahead of time, that would work and be pretty simple.

Yeah, Id do that AFTER I the maximume nuber of party members I'd have (taking into account party members who are killed/leave/convert/secret).
