Keyboard Not Working (Nor is gamepad)

I'm using RMVX.
Each time I have the game window activated the Up button is automatically pressed 3 times, when in game, if I press down the character moves left then continuously moves up, when i press right the character moves up. I tried plugging in a gamepad and that doesn't even work at all. It isn't my games, it's the program itself because even with a fresh, new project this happens.
I've tried plugging in other keyboards, gamepads, changing controls, everything!
I need help quick because I can develop the game but not test it without moving everything to other PC and running it then moving it back.

Have you tried the options? (F1 or F2 I believe, these could have changed). Thats the only feasible reason I can think of, for this happening to the game and nothing else.

I tried that, it's F1.
I found the problem just now though...I've been trying to fix this for weeks now, when I finally decide to post it in general support I fix it instantly!

Here's the problem incase anyone else gets it, change your gamepad priorities in gamepad in control panel, if you have any Wii remotes installed on your PC put them to lowest priority.
I have no idea why this only affected RPGVX though.
