You want RMXP admins to admin a forum that has 15 members (not including "test"), and steals other people's scripts?

I've always heard it said that one moderator per 250 members is good enough. That might be a slight exaggeration, but still you don't need more than one administrator to manage a whole 15 members.

Stop advertising your forum. None of our admins wants to be on staff at some rinky-dink little forum with fifteen members.
