Illumination effect?

Is there a way to give a light source (such as a campfire or street lamp in a park at evening) an illumination effect? Basically a glow or brighter circle around it, to make it look like it's giving off light. Script or not, I don't care.

Many games have a lightmap. They make pictures the size of their maps, with lighting effects and such.
