It would depend on what will be in the animation. Your sprites, actual anime? Then you can figure out what you need.

3D animation is significantly cheaper than 2d because it's less labor intensive and mistakes are easily fixable but for anything of quality ur going to pay through your nose. Period. For somthing small like what you are probably doing It would be best to abandon the idea of a full fleshed out animated scene of any variety unless u can call in favors from Animators or are well versed in 3dsmax or Maya
