I Don't Know If It's RMXP's Fault or Mine

It looks like you're calling the common event explicitly from the battle event.
You don't need to set a "condition" or "trigger" on the common event.

You also have the battle event set to "Don't Run". Try setting it to "Turn 1 + 1X"
with a span of either "Turn" or "Moment"

Thanks. That seemed to be the problem. To bad the steal event won't work until a turn has passed.
 
Another way is to call the common event directly with the skill, rather than setting a state and checking if the state is inflicted. In the Skills Database, just select a common event in the drop-down list.
