How to make charset

I saw everyone can do their own charset, can someone teach me how to do it or giving me the base so I can can make it my own?

Learn to sprite, as that guy said. Don't worry if you don't sprite very well in the beggining, you will get better over time, and don't expect your sprites to be like the ones in the RTP, you'll have your own style and way of spriting. Here's the link to the templates, the base charactersets you can draw on:
