HOW TO MAKE A CUTSENE BEFORE THE TITLE!!

Eh, actually gratheo's response is exactly what the OP is asking for. It skips the title screen and goes to a map, in which he can event the cut-scene, and then call Title Screen after that.
 
On the map, set an autorun event to execute your cutscene. That's it, really.

Use the script linked to skip the title screen. It makes you start on a map; where you can code a cut-scene as you would do normally. Then after that's done, use Call Title Screen event command.

All that script does is to allow you to skip the title screen upon start-up, which is exactly what you need to execute a cut-scene before the title screen.

I know you want a cut-scene before the title screen. The script that thread gives at the top makes it so that it goes directly to a map instead of title screen when you start the game, in which you can event your cut-scene on. (The reason why its title says it allows you to make evented/map title screen is because it skips the normal screen and goes to a map, hence allowing you to event the map on it AFTER you implement that script, independently.)

After that cut-scene on that map is done, simply use the event command "Call Title Screen" to go to the normal title screen.
