How do I make a skill that Doubles the EXP. when you cast it

How do I make a skill that Doubles the EXP for the player that casts it. Also a skill that Doubles the exp for all the players. I saw this done in "Blades of Heaven" I didn't see an option in the skills database to add extra exp. I thought perhaps this was a Script and that when the player casts the spell it calls that script. ANY IDEAS? :-/
