How do I make 3 layered panorama's?

I want to make panorama's with at least 2 layers... this way i can get a sorta 3d feel about the game.

I wanted to have like a blue sky backdrop then clouds moving on another layer, then more clouds moving on another layer. I got this idea from maple story where they have pulled it off really well.
