How do I give my character more than 1 skill list

By lists i mean when in combat you see

Attack
Skill
Item
Defend
escape


I want it to be like

Attack
Skill
Specials
Item
Defend
Escape

Is there a way to do this without script?
If not then I'd like to know the script for such a command

Also how would I make it so that a certain character cannot use the Attack command?

yeah...everything that is misisng in your RPG MAKER is only found in scripts...and the only bad thing about scripts is sometimes they require more resources and not compatible with some scripts...so careful with adding scripts
