How can I change certain character sets size's?

I imported a whole bunch of XP character sets into my VX game and now I see that some are WAY too big, I'm just wondering if there's a program out there that can increase and decrease picture's without destroying the quality of the pic. If anyone has any idea's or even better a program, please let me know.

Considering they're pixels, and can't really go any smaller than 1x1, making them smaller would look horrible, unless your willing to settle with them, you'd be better trying to redraw them, or cut them down a little (Cut their legs in half, maybe their arms too),

Thats all I can suggest anyways.

However making them bigger can be done in MS Paint, just highlight them all, hold CTRL and press +, and they'll double in size, but so will the pixels, lol.
