Help with a script editing weapons

I'm looking for a script that gives a weapon a percent chance of casting a set skill and the percent increases with your luck. Maybe like calling a common event that uses a skill. Sort of like Golden Sun if you've ever played that.

Note: No, I am not making a Golden Sun fan game.
