Haste and slow skill

It's been couple days i'm trying to figure out how to make the slow and haste spell for VX. I can make a spell that stop enemy for 1 or more turn but it's not really what I want. I want the actor/enemy be able to fight in that turn but faster or slower than the others. I can't find a way without a script. So if someone is able to do a script for those 2 spells, i'll be more than happy.

Could you... you know, perhaps... take a closer look at the database instead?

I'm still not sure exactly what he's looking for.  He hasn't been very clear about exactly what he wants.  I think he's looking for something to prevent an enemy from taking a turn.

You can set agility to 150 and 50%, respectively, though that also affects the it rate.
