You wouldn't be able to get it for free without a rom (it's possible you wouldn't be able to get it AT ALL without a ROM, it's pretty hard to find) but Azure Dreams for PS1 fits your description pretty well! (The GBC one notsomuch though it was still amazing)

1. Download of Software. Legal. Those two things don't usually go together except with demos and shareware. If you're talking about Shareware dating games, then you can check out Lemmasoft: http://www.lemmasoft.net/  I recommend the lemmings clone with bishies.
2. Then don't use the university computers. Why are you downloading porn at uni anyway? At least wait till you get home. But if its because you have a dial-up or have some kind of domineering proxy server, just don't bother.
3. Then try again. You're searching wrong. But trying to get direct downloads of such things is difficult. Which is why torrents are useful.
