HTML and CSS are absurdly easy to learn and use, you know. Especially when compared to something like Java or C++ or C#. Even comparing Ruby to HTML is like comparing learning to drive an 18-wheel truck to learning to ride a bicycle. Both take time and practice, but one is absurdly more difficult than the other.
As to free software that doesn't look like a template... I've never actually seen any. Most site-building software either uses pre-formed templates, or expects you to code a site in HTML, CSS, and whatever else you know. There are a few that do both, however.
