Unless you intend this to be used as a faceset, or a battler(or panorama. X3), this should go in design and development.
Anyway, it's okay. Nothing great, but it's passable.
First of all, her head is way too big. It looks like that pencil-neck of hers would snap, if she tried holding it up.
The hands are very well done. I can't say I could any better. Or anywhere near as good as them, either. :\
Her eyes look kinda funny, too. Like, I can't tell what it is, but they seen a tad off.
Her mouth, and nose are particularly tiny. There's a difference between manga style small nose/small mouth, and super-duper-tiny-mouth-that-couldn't-fit-any-food-in-it/Super-duper-tiny-nose-that-wouldn't-get-nearly-enough-air-to-her-lungs, and that. They looks especially funny on that huge-ass head.
Needs more shading, too. Scratch that, it needs shading. In some cases, no shading looks fine, but here... eh. It'd help the quality of the drawing a lot. Without shading, her bangs look a lot like paper cut-outs. Not good. Unless she's bald, but can't afford Rogaine, so she uses paper cut-outs to make it appear as though she's not a premature chrome-dome.
All in all, it's pretty good. Nice, Toph-hair.
