custom title screen

How do I make a custom title screen? Similar to the one in quintessence (new game, load game, etc does not show up in a text box but it lits up when selected).

Sorry if this is in the wrong section but I think its to be done with scripting...

I believe they used a system similar to this one..
You have to event all the graphics and things yourself, but it's do-able for non-scripters.
I find it to be very convenient to work with. :]
