Creating an "upload file" option/button...?

This may or may not be a simple request...but I've been searching around and found some code to create an upload button with HTML, but what I want to know is, if there is a way so that once the file is uploaded, it will create a link so others could view/download the file. If possible I would be sending it through an FTP program onto a server.

To sum it up: I need to create a button that allows the user to upload a file (preferably HTML) and it creates a link that the file can be accessed at or creates a link on a certain web page so others could access it.

Currently I know 2 programming languages
--HTML
--Visual Basic

If possible I would like it in 1 of those languages, if not, still try to help.

It's PHP. It's hard to explain it here, but I think the code itself should show the download link.( You'll need a hosting that supports PHP)

Well, if you know VB, then just learn ASP/VB and then you can handle file uploads with that.

Right but then you need to move over to an IIS ASP server which tends to be more expensive and not nearly as well supported as a LAMP server. I mean I know you can run ASP on LAMP but it's kind of janky as I understand it.

Or you can just use a freeware upload script such as Xupload.
