Taking a few programming classes (C and C++ especially) will give you the background knowledge to make picking up RGSS much easier.
However, as has been said, you could just start by reading the RGSS tutorials - just be prepared to be presented with a lot of words you probably won't understand, since most of said tutorials assume you have some programming background.
You can try studying the scripts first.
See the contents of each one, compare what they have in common, and change some values. After you get used to it, try reading the tutorials, and some books about basic programing will help too.
