Looks good other than the facial hair...something about it irks me.  I know you can only do so much with a few pixels, but maybe tweak the facial hair a little bit?
 
It's not bad. I've got a few things to say, though.
First, you've made the common mistake of not shading under the hair.
Second, your palettes are far too desaturated. I've got a big set of Breeze palettes I'm working on, but until then, here's another two I made to fit this guy.
They're in the image - see them?
Also, I took the liberty of editing the guy so that my changes took place. See the difference?

The hair needs a bit more shading; it looks flat the way it is atm. And is that a mustache or a beard? It's a bit big, either way. And it looks as though it's covering his mouth.
 
This is looking good, the side veiw of his beard, I believe is what it is, needs to be flatter on the sides, it is way to out there to be realistic, if I saw someone like that in real life i'd be terrified, no offense.

As well use the shading palettes that Gratheo provided and as well maybe place more depth shading in the hair along with highlights, it should be pretty good then.
 
It's suppod to be a moustache/beard joined together which covers his mouth - Kinda fairytale-esque (Like Pinochio's father) to make it seem a bit more catoon-y.

oooh i see now, at first i thought you might have missed up or something =P but it looks a bit to low
 
Horrible. It fits right in with all the other poor-quality Breeze sprites.

The biggest problems are the very flat color palette and the entire lack of sensible flow to the hair, both of which are incredibly common problems among all Breeze sprites, so I can't entirely blame you. You're basing your work off of poor examples, though.
