Bluetooth troubles

I just got a new computer; an Acer Travelmate 4720. I'm trying to pair my computer's bluetooth up to my mobile (cell) phone, however I can't turn the bluetooth on on my computer for some odd reason. There's a switch to turn it on which I've tried pushing many a time (even holding it for many a seconds) and yet the bluetooth on my computer does not enable.

I can make even more sure of this the fact that when I click on 'My Bluetooth Places', it says 'Device not enabled'.

Can anybody troubleshoot this (annoying) issue?

I personally have never done this, but--oh, wait, you're not in the U.S., right? I think in the U.S., only Verizon allows for laptops to use a cell's Bluetooth signal, but you have to pay extra for it. It used to be that the signal had no firewall and you could connect with it no problem, but lately phone companies have wised up and started charging for special "uplinking". You may want to check w/ your phone provider to ask if they support laptop-to-cell bluetooth "uplinking".

Maybe there's a sneakier way around it I don't know.
 
I can bluetooth my computer to my phone, that's just fine (I've done it numerously in the past). The problem is that the bluetooth on my computer won't actually turn on. There's a light just above the switch that should turn on when you press it to indicate that bluetooth is enabled, but it won't turn on. I'm befuzzled.
