Battle animation, on the map, not in battle

So I have a problem I don't know how to solve, about the animations.
I know that I can show an animation on an event, but in rm2k, I was able to show it on the whole screen, so I didn't have to know, where's an event.

Closer: I wanted to make animations for places names. Like this, when you enter to a new place, it shows where you are...
But it's just a pain in teh @ss if I have to teleport an event, where I want to show this animation...

Can I show animations on the screen, as I used to in rm2k, or 2k3?

In database make the animation have screen position, and show it for the player or any event. Position of the events or player doesn't matter when type is "screen".
