Anti Lag for NeoMode-7

Well, it began like this:

I was searching through the forums to find a way to make the FPS higher, and I found one. I set it to 60, and LAG HELL comes along, and destroys my map with NeoMode7 on it by making it really, really really laggy. So I want a script that makes NeoMode7 with, ATLEAST, the FPS of 60.
