Animation Wait

Is it possible to make it so that the game stop checking for input while a battle animation is running on the map?
I am trying to make my own cbs however everytime I tap the C button it attacks as fast as I can press the button and I would rather have a recoil "down time" between attacks.

Im sorry...I quess I wasn't clear enough on my first post.
I am looking for how to make a wait using scripting. My battle system is the type that if I walk up to an enemy and press the attack button I attack. However, my character attacks as fast as I press the button and I was hoping someone knew how to avoid this...
