About Admin power(Netplay+)

I'm get Netplay 1.7 from this forums but I can't found the way to use "Admin power"
someone can tell me about the Admin power plz

Why are people using the old versions? I don't get it. Practically everything is in 2.x anyway, just some things need fixing (though I wish they'd tell us what those "things" were).
