you know where I can find a web site or program to create tall sprites? preferably to rpg maker XP.

Sprites are just created in graphics programs, there's no difference between tall and short ones. Paint, Graphics Gale, Paint.net, probably anything really if you know how to use it. What you need is a tutorial on how to make sprites, rather than a program to do it, as there's no magic button.
