In no particular order...
The Runaway Five from Earthbound. The only true jazzmen in video gaming.
D from Trace Memory. Ghosts are BADASS.
The partying ghosts of Osohe Castle in Mother 3. Ghost parties are MORE BADASS.
Faust/Dr. Baldhead from Guilty Gear. If he's wrong, I don't want to be right.
The Servbots from Megaman Legends. My reasons should be obvious.

Sheena from Tales of Symphonia. Cute in so many ways.
Akutare/Axel from Disgaea 2. Almost indescribably cool.
Kumatora from Mother 3. Also cute in equally many ways.
Duster from Mother 3. Not cute, but he's a bassist with a limp who kicks his enemies and has band-merch underwear as a starting equip.
The list goes on. Like, forever. I'm easy to please, it seems.

Millia Rage-Guilty Gear (I use her mainly when I get my ass owned at arcades. Also, her style of attack is perfect for my skills. :rock
Veigue Lungberg-Tales of Rebirth (KUURRRRRREEEEEAAAAAAA!!!!!1!)
Luke Fon Fabre(Long Hair)-Tales of the Abyss (Before cutting his hair, Luke was pretty interesting for a main hero. He was selfish, greedy, and overall very rude. But then he became a stereotypical wuss)
Morrigan-Darkstalkers (She fits my playing style the most in 2-D Fighters)
Jill Valentine-Resident Evil (I know that Chris Redfield is supposed to be the main character in RE, but Jill is just cooler)
Henry Townshend-Silent Hill 4 (Honestly, this was a tie between James and Henry, but I found Henry's personality better overall. He was different from your average survival horror main character. He wasn't some battle hardened soilder, but he was righteous. He even tried to save everyone he met during the ordeal, even if he should have been discouraged. I say that's pretty admirable.)
Luigi-Mario (Well, everyone knows that Luigi>Mario)
Ratchet-Ratchet and Clank (I can never figure out why I like Ratchet really. He's pretty generic when it comes to heroes, but I think that's what makes him stick out. He's simply a person with a thirst for fame and a shot at being a hero.)

Hmmmmmm ......
1.) Edgar & Sabin Figaro from FFIII (VI). Both the brothers are tied--while I like Edgar's character better (why couldn't he get the girl?! He was so charming ;_, Sabin kicked f'king ass, hands down, one of the strongest RPG chars ever. All Edgar had to do was waggle his finger and that was all I needed. Or for Sabin to do the Bum Rush. :'3
2.) Kain from Legacy of Kain/Soulreaver. While I generally found myself preferring to play as Raziel, Kain was such a dick that I couldn't help but love him. What can I say, I have a thing for bad boys >
3.) That mannequin outside the store in Station Square in Sonic Adventure 1. Too bad I couldn't find a pic ... But that guy kicked ass. Especially trying to throw him down the sewer hatch.
