AFAIK, the ROM is only legal if you own the original game and the ROM was extracted from that game. So, if you own Chrono Trigger, you're allowed to extract a ROM from it yourself, but you're still not allowed to download a Chrono Trigger ROM. Further, the ROM is then tied to the cartridge/disc it was extracted from, meaning if you sell your game you have to get rid of the ROM as well.
