The teeth are what kills it.  Black lines = BAD.

Now I feel kind of bad for being a jerk before. Well, you got all the shapes right, and some levels of "shading" are done well, but the colors are totally off. Also you should darken the areas around his eyes and lessen the black gaps between his teeth, because they kinda make him look more like a fiendish demon than a little kid with a plane. His shirt could use some more "shading" shapes as well, as it sorta looks like a big blue block.

Just to say, vectors aren't just a filter. You do it by hand. Believe it or not, but these types of things are hard.I've seen people who take over 3 days to do something like this, and it turns out amazing. Look at pieces like these-

If I was to make one of these things, it wouldn't even turn out half as good.Acually in my opinion, it isn't bad the face is just a bit off. Try fixing the skin tone by darkening it a bit and change the shapes on the face to less crude shapes.

you know there is an picture filter in GIMP 2.0 that make that effect really quickly, its called artist filter, or sometimes blotches in some other unknown one,   just to save time. 

and if you want a really good one, like the samples ''lordsoccor'' gave, you need a program called ''WARHOL STUDIO 2.0''  which takes about an hour to get the effects like the samples above

It want's brains... Try using less tones on the face. Also make them less rigid! Everything looks like it wants to poke something!

It may not be vector in the true sense, but its pretty much the end results that count.
After all, we end up saving it as a .gif, .jpeg, or a .png anyways and those aren't vector files, those are rasterized files, so at any end point where you don't have a vector file, its no longer a vector.



Whats wrong here is the skin tone. Asians are yellow, don't be afraid to paint something that way just because of a racial boundary. For example, black people are black.
Secondly you lost everything that had going with the mouth. You lost all hues of red of the lips and gums, and instead changed it to an unnatural color.

Thats a pretty broad generalization, pal. Also, your example is flawed because blacks are usually black or brown or lightskinned, etc, not just black. White people would have been a better example, but im assuming you are white :\
