If what the Internet says is true it's made up of stock from Music Magpie - you send in all your old music CDs and they give you ~30p each.
The majority of stock is these CDs, which they sell for 99p each, or £1.99 if they're a bit rarer. They do also sell chart stuff, but nothing usually more than £7.99 and only a limited stock.
