Sunlight effect on maps

Hi, I was wondering if you anyone could help me implement a sunlight effect on the maps in game? Kinda similar to real world sunlight and it'll get stronger based on the time of day. Below is a sample map btw

That's a VX map. This means that it's slightly trickier to do a Sunbeam/Cloud Fog effect.
