I know this is supposed to be kinda Celtic but the first thing that came to mind was Esmeralda from Hunchback. So maybe go with that kind of exotic/gypsy kinda vibe so make her arms a little more dynamic, add a tambourine or something and make her skirt more flowy. Her hair, too.
Her hair looks too random in the back. And I'm not liking her lips much. I'm not sure what it is, but they look too "pasted on".
The outlines on the eyebrows could lose some thickness, too. They seem too exaggerated.
The definition on her thumb is very poor.
Otherwise, I like the dynamics and movement, esp. the feinted movement in her clothing, done in a very uncluttered way.
