shifting colors in paint.net

Now, if I was going to go into Paint.NET with the intent to make everything look like I was looking at it through blue glass so that all the colors look like different shades of blue, how would I do this?

This is for a school project, so I hope I can get an answer soon!

Open the Channels window, and delete the Red and Green color channels.
If its anything like photoshop.

It's alright, I just made a blue layer and I made it less opaque.
