Selling/Commercial Game Question

If I was selling a game I made on RPG Maker XP would everyone buying the game have to purchase RPG Maker XP to run the game or is there a legal way to run the game without owning RPG Maker XP?

It's actually perfectly legal to have somebody without RMXP play your games. All you need to do is include the RTP in your game folder.
