Running RMXP games without Rgss?

I know I've seen something like this a while back, but I just can't seem to find it anywhere. Is it possible at all anymore to be able to run RMXP games without having to install the RGSS files in the RMXP Installer? If so, how would one go about doing so?
 
Ah, the RTP and RGSS are different things, if I'm not mistaken-- RGSS is the Ruby variation that the game runs to play, and you can't get by without it. The Run-Time Package is all the graphics and sounds that the game starts with, and you can get by without that.

If I'm not entirely mistaken, of course.
 
Can someone clear this up for me? I could have sworn that when you compress a game in rmxp it automatically packages the resources that you are using. I remember thinking what an improvement it was over the rm2k days.

okay.. lets try rephrasing the question one more time... Lets say, I made a game on my computer, but the person I want to play the game has never used RMXP, and has no way if getting anything RMXP related on their computer. How can I go about them playing my game?
 
1. Import all the graphics and sound you are using as if they are normal resources (from the RTP folder in Programs > Common Files)
2. Edit the game.ini file to make RTP1 = ""
3. Copy RGSS102e.dll into your game folder (from WINDOWS)
4. Compress game
