Question about ship tileset

What is this thing for

I am guessing its a crows nest but how do you correctly add it onto a ship using the tileset
Also I was wondering if this piece is for the front of a ship and how to merge it as well.

Well...there's something you ought to know about that tileset.  It's tiled incorrectly.  Well, maybe not tiled incorrectly, but it's definitely not user friendly.  I've only seen one person use it and use it well (pic from Neoseeker, but I believe it's by BreadFan?):

Wow so pretty much ships are out eh? Well that sucks. Yea I thought that tile was a crows nest it looks like a pain to make though.

Not really, it just takes a lot of time and thought put into it.
