PSF/SPC Trouble

I've copied most of the necessary DLLs to the DLL folder in my project folder.

However, I cannot find the "winamp.dll" in the plugin directory of winamp 5.5

And when I attempt download the plugin separately, and place in the plugin and DLL folders; I receive this error message, "GetProcAddress: Init_Winamp or Init_WinampA"

Any help?
