in most places in america since prohibition, a "neighborhood pub" isn't possible. there are strict zoning laws. commercial and mixed zones can have buildings that distribute booze, but only if licensed, and only if specially licensed and a certain distance from schools can they distribute hard liquor--unless categorized as a restaurant (idk zoning laws are retarded). residential zones cannot support bars.
basically it means you can't have a bar within walking distance unless you live downtown, where zoning is sometimes mixed. usually in a seedier part of town, too, since bars typically lower property value.

you can get booze at a lot of chain restaurants, which Tampa is a hotbed of (ugh), but at those places it's like $7-9/martini and fuck that running
