Pose selection Size

Sure. What you've done here is use that as a charset... it's supposed to be a battler, and it's designed for the Minkoff's Animated Battler's system.
Try not doing what you're doing.

As to your question, you can't. Sorry.

A character set has 4 rows, and 4 columns. The size doesn't matter, as long as the width & height are divisible by 4 (pixels).
The selection box in that menu will always be 1/4 the size of the entire image. (both Width & Height).

If you don't want the monster to move in your event, you could edit the image to 4 rows instead of 11.
If you do want it to move around, then the frames are incorrect animation for 'walking', you'll need to find another 'character set' file, or ask someone to edit it in the "Resource Request" forum.

TTFN

You can resize it using an image editing program like the GIMP, Paint.NET, Photoshop, etc. (don't use MS Paint because it doesn't keep the transparency). The reason it looks like that when you display it is because it's a charset, and charsets only work for 4x4 sprites. If you want to use it in-game, and not in Minkoff's CBS, cut and paste it into a 4x4 sprite using one of the aforementioned programs.

EDIT: Ehh... Brewmeister beat me to it
