Picture question... trying to create light and shadow. Help please.

Hi gang, the old man has a question. I have a library and it is rather large in size and I am using a graphic (like a fog) in the library as lighting (circles) and I think it looks great however as I move left or right the graphic also moves. As you may know when you walk around in your house, for example, the lights and shows don't move. Any suggestions as to how I can set it up so that my picture (set to fog) will not move as I walk twords a different part of my room. Please let me know if I worded this correctly and also if this is the appropriate place to post this question. And as always, thank you all in advance. Example of picture here

are you sure you're using it as a fog or as a picture? pictures move along with you, while fogs usually stay on place, and loop when you reach their limits.
