Just make an event and give it a graphic of someone...

Honestly maybe you should try yourself and stop asking for every aspect of the program... Most of the stuff you asked so far is very basic and not difficult to discover for yourself...
 
right click somewhere on the map and click new event. You'll see a new page popping up. On the left you see a box and above it, you'll read graphic. Doubleclick the box and you'll be able to select a character there.

Yeah well, I'm not that smart. I'm only 12 and your 21. Big difference.

I agree with Dalton, experiment with the program and read the help file, it will help a lot.
Just because you're 12 doesn't mean that you can't learn, I was using an rpg maker program when I was 8 so...

You're "only 12," but you're smart enough to come to a well-regarded internet forum to find the answers to your questions. That's smarter than most (given Yahoo Answers' existance...)

Seriously, take a minute to play with the program. Don't try to make THE ULTIMATE GAME!!!!!11one just yet. Just open it up. Make a map. Play with events, with tiles, with layers. Read the help file (it doesn't really help me much, but...-shrug-). See what character sets they give you. Cruise around the database (it's in the upper right hand corner) and see what's in there.

EDIT: Also, you actually type in coherent English. That automatically gives you bonus points over a lot of people.
 
What everyone else said, plus: The "I am only 12"-attitude is not too popular around here. There are people your age (even here) that can make games just fine and those guys didn't make a topic everytime they ran into a problem.
I am not saying that you shouldn't ask if you need helps, but before asking try around with the program a bit. If that doesn't help, then come and ask an I will be glad to help you out, if I know the answer.

Yeah I got RMXP not too long ago.. I was 12 when I got it and played around with it for a while. Not too hard to do and it is easy to find help here. People won't care how old you are.. I'm 13 and can make a game just like any1 else on here too..

Okay, on topic now. Go to the event layer and double click a space. Click the empty sprite square and select something. Then if you want the person to move go to the "autonomous movement" and go to "type" and select random if you want them to go, well, randomly. Set how fast they go and their frequency to set it as well. Go to the events and go to show text if you want them to talk.
Boom, you have a person.
