Near impossible script?

Hello ya'll, J-Man here... I have been wonderin'... since that Mode7 thing exists... could it be possible to be able to make all maps simalar to that? Mode 7 style? With the buildings and such?

Example... Wild Arms 2 and Star Ocean: 2nd Story.

I guess what I am askin' is if its possible to make the mode 7 thing simalar to like RPG Maker 2's, Breath of Fire 3 type of Mode7
