Why would you want to do that?  For credit purposes?  Is there not a contact link on that site?

Probably to request resources. If that's the case, I highly doubt that your proposal will go through.

Also, how are you planning on conversing with the artist? Do you speak Japanese? The English version of the site (if it has one... I can't remember) is terribly babelfished. If it doesn't even have an Engrish alternative, you're probably screwed.
