Multiple Fogs at once

I am making a desert scene which has a severe sandstorm. I am using (much to my liking) the colored sandstorm fog in RMXP, and also created a custom fog in Paint which creates a diagonal effect like the sheets or waves you see of rain or dust you see during storms. I want a parallax-type effect where they both move at slightly different ratios but I don't know how to do this.

Is it simply as easy as experimenting with the Show Picture/Move picture commands? Or do I need to use Scripting?

If the image has movement, it would be kinda hard for you to make this withou scripts. Since picutres don't repeat itself like fogs.

Also pictures are centred on the screen, fogs are centred on the map.
 
You could probably make it work if you use 2 pictures of the same image. That way you can overlap the two when "looping", creating a more dynamic effect. Since you can use different speeds for the 2 pictures.

Looping can be done via "Parallel Process". Just create an event specifically for the sandstorm effect with the Parallel Process on.

Also, it might be a good idea to create an image that has an opacity gradient (for example, fades from left to right). With this, you can avoid having to worry about the image looking like it's been cut off abruptly.

It's kinda hard to explain with words and I'm too lazy to draw up an example at the moment. Lol. It's quite simple, really.
