You need to comp two or more tilesets together in an image-making program (like MSPaint or GIMP), then add them to the directory in RMXP and set all of the passability and levels in the tileset editor.

Inq has already made a tiletset with every tileset in it, so...yes. :D As long as it's the right width, it can be as long as you want. However, it'll make your game really laggy, so you'd probably want to only add tilesets that you really want to work together, and make a few of those (like, say, grassland/woods/forest, or forest/swamp). If you have some spare time, it might just be better to comp in what items you specifically want. That way, you can make a comprehensive tileset that's relatively small.
 
okay, everything is going well...but I'm not sure where this tileset editor thing is (where I edit passability)...or may'be I do know but I don't what's called the tileset editor... Sorry to keep bugging you; if you guys decide to ignore me I'll understand

It's in the database, in the upper right-hand corner of the window. Click that, and then click the third tab from the right. That's your tileset editor, and it lets you edit how many tilesets you have, passability, priority, terrain tag, counter tag, and also what autotiles, fogs, battlebacks and panoramas you have for each tileset.
