Messed Up Movement

Okay, so here's my problem. I wanted to have a sailing system in my game. Nothing fancy, just basicly regular movement only with a boat character set and on water. So I make a copy of my world map and change it's tileset so the water autotile is set to passible and bush flag on. Everything works fine untill I get on the wate. My boat won't move! It's just like you've just used the CTRL trick in test-play and put your self on a wall, taken your finger off CTRL, and tried to move. I'd prefer not to have to get a script for a sailing system if possible. Has anyone else encounted a problem liked this and fixed it? If so, your help will be vital to finishing my game's tech demo (which is turning out to be more trouble then it's worth.)
 
This will sound very stupid, but after copying map and setting the water tiles to be passable, did you go and change the map to the 2nd map to use the 2nd tileset (with passable water)?

Example:
I have a tileset called 'bigworld'
I create a map called 'overworld' using 'bigworld' tileset
I enter database and copy 'bigworld' tileset, and change passability of autotile.
I renamed the copied 'bigworld' to 'bigworld2'
I copy and paste 'overworld', rename it 'overworld2'
I edit 'overworld2' to use 'bigworld2' tileset
Now, overworld and overworld2 both look the exact same, but one has passable water.

Half the time something like this happens, people accidentally bypass an easily step. Usually these steps appear like foolish mistakes but are quite easy to make.
