The body made with Photoshop
So Now I just scanned the drawing, and redid the body with Photoshop (also used another tut. for the eyes)

And finaly the result with clothing and colours
I know, the colours are fucked up, But atlest this is the result

Looks to me like you need to rework your base skeleton. You've picked up on the idea that people use them, but you're not using it correctly in this example since you seem to have drawn freehand around it.

It's not really fair of me to sit here and pick apart your work though, so I'll give you a link to take a gander at.

Honestly though, best advice is to keep practicing.

Well, it's a start. Prepare yourself for some C&C:

First of all: You used two of the same eyes; they're exactly the same. A nice example of how to do the eyes for females and males:

I'm not saying you should draw them like that; it's better to just create your own style.

Second: Her arms are too thin at some points, but too wide at other points. Just have a look at your own arm: Does it really change that much? It doesn't (I hope, otherwise you should probably see a doctor), so try to give it a somewhat more natural look.

Clothes seem kind of odd too, not that they're bad, but they seem a little tight at the arms, while being somewhat wider at her chest. Her skirt could probably be a bit more round at the bottom, to give it a little bit more depth.

And now the good part: The hair! I actually love that most, while it can be something artists hate to make. There's just one thing I can really say about it: You should've made the hair overlap some of her left shoulder (so on the right of your screen). This would probably look slightly better, but that might be me nitpicking too.

I won't criticize your choice of color, it's one of my weak points too.

Anyway, don't give up, keep practicing and you'll definately get there.

I know how to use this tool, But it doesn't come handy in here...

Yes, it really does. You should give it a try. Your lines are unsteady as balls. I'd guess you're using a mouse and the brush tool- not very pretty results.

And check out the tutorials already posted. As much as I usually highly advise against the anime/manga style-- your stuff isn't even comparable to the stuff that I normally insult.

Well from the start I noticed that your base skeleton is terrible. Look up some tutorials on the net and follow the steps. Creating a manga/anime-ish person follows a bit of the steps of anatomy itself... Only the eyes are usually larger and more glassy looking.

Quite good for a first try, but like trum said, your best bet is to keep trying. Just sit down at a desk and sketch away at a little things and you might even gather your own style.

Off Topic: Tassadar, is that a Megaman Legends Anime...? XD

@ Short range: Nope, it's from the ultimate fantasy series, called: Zero no Tsukaima. Well, maybe not the best, but it's the best I've seen so far.

Back on topic: Ratty is right, you should get the base skeleton down first, start with some more realistic drawings, just to get the anatomy down. After that you can start thinking about manga, but anatomy is the base of most styles.

I took a year of afterschool lessons with Fotoshop

Hehe... Made me laugh ^_^ You took a year of Photoshop you mean?

Nah, I am just messing with ya, It made me smile ^_^

But anyways, pretty good work. I have never been that good at drawing people, so you have me beat there ^_^

But yeah, apart from what what his name said earlier, I would add some white in the eyes, so they are not all black. (look at whats his names picture and you will see what I mean)

Ehhhhhh, it honestly doesn't look good.

The first thing i noticed is that the outline of the 'skeleton' ultimately became the outline of what looks like it should be loose clothing. I wouldn't suggest making a habit of that.

The left arm just looks horrible unnatural, like a rubber hose or something.. I'm going to take into account you're obviously inexperienced at drawing human figures, but she looks like she has no elbow.

Then there's the duplicate eye thing previously mentioned. That's just laziness. :l

Look at a few tutorials, they help.

And a quick word of advice: DO NOT start to learn to draw by drawing anime, unless you never plan to draw anything else. It will become the only thing you can draw, and it's very hard to break out of that box.
